Renters Reform Update

On Friday, 14 November 2025, the Government published a roadmap setting out the timeline for the implementation of the measures in the Act which is helpful for allowing preparation for the changes. You can find it HERE.

As ever we are here to ensure you stay compliant and particularly with all the new changes that must be adhered to.  It is a major reset for the sector but be assured we will be well prepared to guide you through the process. Being an engaged landlord allows you to operate professionally with our support in providing a good and safe home for your tenants. 

The implementation of the new measures will happen in three phases:

Phase 1 reforms:

• Abolishing section 21 ‘no fault’ evictions

• Introducing Assured Periodic Tenancies

• Reforming possession grounds

• Limiting rent increases to once a year in the PRS

• Banning rental bidding and rent in advance

• Making it illegal to discriminate against renters who have children or receive benefits

• Requiring landlords in the PRS to consider requests to rent with a pet

• Strengthening both local council enforcement and rent repayment orders

Phase 2 (from late 2026)

Introduction of a Private Rented Sector Database and an Ombudsman.

Phase 3 (timing not fixed and subject to consultation)

Delivery of a Decent Homes Standard in the sector for the first time and

The extension of Awaab’s Law into the PRS
